
Terry Livorsi, Chief Executive Officer
Terry Livorsi has over 16 years of professional experience in the behavioral services field. He founded Health Care Assistance with
Member Support, serving as CEO and Certified Employee Assistance Professional (CEAP) and Crisis Counselor. He aids employees and
family members concerned about recovery planning utilizing 26 years of his own personal recovery experience. His firm offers
intervention services, treatment referrals, aftercare support, health insurance advocacy and back-to-work conference
facilitation. He and his staff present testimony for disability hearings, disciplinary hearings and court appearances. Terry
has served and assisted this partial list of clients: NJEA affiliates, CWA, AFSCME, PSEA affiliates, NEA-NY, NEA, NJPSA and AFT.
Deborah A. Downey, Esq., Legal Education Director
Deborah has been an attorney for 17 years, with practice experience in the areas of public interest, commercial and family law. She has been a Continuing Legal Education trainer for the Philadelphia Bar Association, the Pennsylvania Bar Association and the Pennsylvania Bar Institute, and facilitated training workshops
at the University of Pennsylvania Law School and Temple University’s Beasley School of Law. She is a graduate of the City University of New York Law School and received her bachelor’s degree from New York University. Deborah brings her legal experience to HCAMS to educate clients about their rights and remedies in
accessing appropriate treatment.
Heather Cooper, BA Care Services Director
Heather Cooper has recently come on board with HCA bringing with her many years of counseling experiences at a women's shelter, a well as for the Bucks County Correctional Facility. She also founded a state licensed school where she developed an educational program for all students, supervised a large staff, and directed the daily operations. Heather earned her Bachelor's Degree from The University of New Jersey, as well as holding her Pennsylvania Teacher's Certification in Secondary Education. She brings her education and counseling experiences to HCA to serve an Educators' Advocate for job protection, and assists people in obtaining personal care appropriate for their individual needs.
Allen McQuarrie (retired) human resource and labor-management consultant
Allen McQuarrie began his career as a public school science teacher. He is a thirty year veteran of the New Jersey Education Association staff (retired). For the last fifteen years, Allen has been a human resource and labor-management consultant for public employee unions and employers. He has pioneered human resource training and personnel services to assist staff and their families seeking recovery from substance addiction, stress and mental health barriers to healthy living. He graduated from Seton Hall University with a BA Degree in Psychology and Kean University with an MA Degree in Education.
Gene Sharp consultant
Gene Sharp comes to HCAMS after a more than thirty-two year career as a UniServ representative with the New Jersey Education Association, where he represented the interests of teachers and other school employees. During his time with NJEA, Gene organized and advised local associations; negotiated collective bargaining contracts; and represented members in grievance, arbitration and labor commission proceedings. He trained members and other staff in organizing and advocacy techniques. In his representation of members in disciplinary situations caused by stress disorders or substance abuse Gene worked with Terry Livorsi in getting appropriate treatment for members and helping them to successfully return to the job.
Prior to working with NJEA, Gene taught elementary and high school grades for several years. A graduate of LaSalle University with a master?s degree from Temple University, Gene lives in Hammonton, NJ with his wife Dolores and three children.
Stan Finkelstein MD, DC, L.Ac , licensed psychiatrist, Doctor of Chiropractic Medicine, and a Medical Acupuncturist
Stan Finkelstein MD, DC, L.Ac is a licensed Medical Doctor, a Doctor of Chiropractic Medicine, and a Medical Acupuncturist.
He graduated from Hamline University in St. Paul, Minnesota with a BA in Chemistry. He is a graduate of Temple University School of Medicine and completed his Residency at Albert Einstein Medical Center in Philadelphia. He is a graduate of Helms Institute of Medical Acupuncture UCLA School of Medicine.
He is a Diplomat of the American Board of Psychiatry & Neurology. He is licensed in Adjunctive Therapy and is a Board Certified Chiropractor. He has attended an Observership in Pain Management at the National Institute of Health in Bethesda, Maryland.
Dr. Finkelstein has worked in Pain Medicine and has also extensively worked with patients who have substance abuse and comorbid psychiatric problems. He is trained and licensed in the use of Bupenorphine for Opiod Dependence.
In his practice he integrates both Alternative and Traditional Medicine, utilizing his expertise and training in Psychiatry, Pain Medicine, Acupuncture, Chiropractic, Adjunctive Therapies and has recently completed a course in Neuropsychiatric Brain Imaging.
